Shelley is a senior executive with the Municipal Finance Authority of British Columbia (MFA) and joined the Authority in 1997. MFA is the central borrowing agency for all local government in British Columbia and the largest issuer of municipal debt in Canada representing 25% of the FTSE TMX Canada Municipal Bond Index. The Authority also manages over $2.5 billion in investment funds on behalf of clients. Shelley overseas the MFA’s Commercial Paper Program issuing over $5 billion annually and associated short-term investment portfolios as well as the MFA’s legal department. She is a member of the MFA’s Credit Rating and Investor Relations committees. Shelley has been on the Board of the Government Finance Officers Association of British Columbia (GFOABC) since 2005 and is very active in developing educational opportunities for its members. In 2009 Shelley won the Innovation Award for her development of a multi day financial training program for those new to their roles. In 2017 she won the Outstanding Contribution Award for her continued role in promoting financial education. She currently teaches several courses through GFOABC including Debt Financing and Financial Ratio Analysis and is a frequent guest lecturer at Capilano University’s Municipal Finance Course and has presented to the Canadian Bar Association and the Pacific Business Law Institute.
Amy Chang, CFA, CIPM brings over 10 years of combined experience in the financial services industry to BCI. She was a Senior Associate Portfolio Manager in the Canadian Public Equities Research group covering the Energy Infrastructure, Power & Utilities sectors. She joined BCI in August 2014 and was promoted to her current role as Senior Associate Portfolio Manager role in July 2016. Prior to BCI, Amy was a sell-side Research Analyst covering income focused Energy companies in the U.S. and Canada for National Bank Financial based in Calgary. Amy was also Senior Associate at Canaccord Genuity and CIBC World Markets covering a range of income-oriented energy companies for a span of four and two years, respectively. Amy holds a Bachelor of Commerce degree in Finance from the University of Calgary and is a CFA and CIPM charter holder.
Lucy is a financial expert with 20 years experience in the institutional investment industry, including mortgages, real estate, renewables, and public equity investments. She currently works in the Mortgage & Real Estate Investments department at BCI where she recommends, executes, and manages commercial mortgage investments that preserve and enhance portfolio returns.
She holds an MBA in Global Asset and Wealth Management from the Segal Graduate School of Business
Tamara works as a Portfolio Manager at TD Wealth Private Investment Counsel. She is responsible for constructing multiple styles of equity and fixed income management which are customized investment portfolios for individuals, corporations and charitable organizations. Tamara began her career in the financial services industry in 2006. She has held a diversified range of positions within public and private asset management firms, in addition to both brokerage and portfolio management firms. She joined TD Wealth Private Investment Counsel as a Portfolio Manager in May 2017. Tamara received the CFA charter from the CFA Institute in 2016, the Chartered Investment Manager (CIM) designation in 2015, and a BBA in Finance and Economics, from the University of Simon Fraser in 2011. She is an avid reader and enjoys learning about the history of the financial markets.
Sara joined RBC Commercial Banking in 2016 from the Office of the Auditor General where she was a Financial Auditor. Prior to working in the public sector, Sara worked as an Accountant with an international accounting firm where she obtained her Chartered Accountant/Chartered Professional Accountant designations. Sara holds a Master of Professional Accounting from the University of Saskatchewan and Bachelor of Arts (Economics) and Bachelor of Business Administration (Accounting) from Thompson Rivers University. Sara’s business and financial acumen and commitment to community involvement have proven assets within her various roles and particularly to the BC Commercial Financial Services team.
